This is good news to me.
When compared to other HD cam's the noise level of Red at high ISO's is already very good. Compared to high end DLSR's however Red is a bit more noisy. So I think this is really good news. I don't know how much of an increase (or more accurately, reduction) we can expect, but I'm happy to wait a few extra weeks to find out.
Red are newcomers to the digital arena, so I think it's expected that they will learn, develop and change hardware/software on a more frequent scale. Someone like Canon have spent years designing sensors and optimizing them. I suspect in 6 months the Red team will find many other ways to improve picture quality, but you have to set the production line rolling at some point.
A 2 week delay is a non issue if it's a significant advancement to the image.
Any word that Birger will follow your design with their Canon Mount (maybe this is why they have been quiet?)
