Confirmed. It is an economic and political union where Germany and Hungary are plenty members and their citizens, european citizens of full right as much as it happens with any national citizen anywhere else, anyone of the european countries included. Norway (same for Switzerland) doesn't apply in any way other than as comprehending opportune agreements of other kind 'cause it is outside of EU. In any way, Norway and Switzerland are part of EFTA (European Free Trade Association), therefore, the EFTA market share with all the countries of EU, the European Economic Area (EEA). Except Switzerland, the connection to the European Union is made through bilateral agreements.Once it's in the EU, no more taxes or customs fees apply to anything. It's a customs union.
