(Sorry, I accidentally edited over this post when I meant to reply to it. The original question was -- I think -- how to get an underexposed look without getting noise from actual underexposure, nor a crushed look from simply darkening a normally-exposed shot.)
If you don't want noise but want that "thin" underexposed look, then basically you want to underexpose your highlights slightly, don't lift the brightness in post (because you'll get noise) but lift the black level - because it's that milkiness you seem to want, rather than deep blacks. You just don't want the noise, you want a low-contrast image with weak blacks and dim highlights. So don't underexpose much at all. You can also try using UltraCon filters or other filters that lower contrast and lift the blacks, like Tiffen Smoque, Schneider DigiCon, etc.
