I don't quite get the point of this test. The research I have done says leave it at ISO 800 for optimal results. Adjust lighting and your aperture. You can always change the ISO in post as needed using the RAW format, which is nice.

I believe this was more of a how the noise at different ISO values with and without noise reduction test.

How would you adjust lighting when filming a street like that? It's natural street lights and you can't open the aperture more. You get the most balanced exposure by checking the stoplights and exposing for RAW, but there's nothing strange about shooting in higher ISO during nighttime in order to manage an exposure that looks good since you can't really get more light onto the sensor anyway.
