I suggested that new filmmakers would want to do that at the Digital Cinema Summit two NAB's ago, and suggested that the capability be added to the revised DCP specifications. Some people listened and thought it was an interesting notion. Others laughed. The new SMPTE version of the spec does include some new frame rates (up to 60 frames), but to my recollection does not allow changing the frame rate on a per scene basis.
All you would need is to run the max framerate at a multiple of 24 (ie 72) and drop in dummy pointer frames for the duplicated frames for 24.
3D needs it more than anything else.
Then it would need to get into editing and grading apps.
