Does anyone know whether this fine lens can use the "Hi-Res zoom" mode with the Raptor?
I guess the answer is that this only works with the Nikon Z cameras but maybe I just missed the right setting to enable this somewhere?

Another question, can the two lens buttons operate imdependently? The camera Lens menu has two Fn button assignments available, but it looks like only the first one is used for both buttons. So, it appears that the second button's only use is for when the lens is 90 degrees rotated or is there a way to decouple them?
 
I don’t have a definitive answer, but I believe “hi res zoom” is a function only available in the Z8 and Z9 firmware. Nikon in their February announcement and B&H in their description of the 28-135 mention those cameras and no others. No reason it couldn’t come later for Red, but for now I think you’re stuck zooming in post.
 
For those who don’t know - The High-Rez Zoom function is downsampling the whole sensor into a 4K recording format, then effectively sensor cropping to achieve the additional zoom range.

This couldn’t work in R3D RAW. You would need to ProRes record in camera to achieve this effect, though it would be a pretty fun feature. I wouldn’t expect them to add it to a RAW first motion picture camera, but I wouldn’t complain if they did. Maybe the feature can get sports broadcasting more interested in Red?
