Are you the owner of a S35 Alexa, and thinking of buying that 4K license? Well, don't! There is now a pretty effective upsampling algorithm in Pixelmator Pro, called ML Super Resolution. It's the most effective upsampling algorithm I've yet seen. If you have to upsample an image, you can't get better than this, as far as I can tell.

It is not a substitute for actual resolution, but when you have only a low res file, it's better than nothing. I wonder how well this would work for motion? I guess it won't be long until someone gives it a try. Those old TV shows recorded on broadcast cameras can now be better viewed on larger displays. At least, in theory.
I'm fairly sure this kind of thing could be done without machine learning, but I don't have the know-how or inclination to try and build something like this using simpler algorithms. The question has to be asked: if you can do this without ML, then why hasn't it been done already?
