Bent / Warped Imagery

I saw this photo on Mark Toia's IG and then another where they warp / bend the image. I'm not 100% sure how this is accomplished. I assume maybe a panoramic squeezed or something?

Is there a way to use this technique in video or is this exclusive to photography?

To get the result you need a Drone shot when drone elevates then stabilized and speeded to taste and take a pixel row from each frame.

So no its not possible to do with motion, or atleast not without a lot of post / cheats.

I bet this would be possible to do, but not cheap and it would be very time-consuming. But possible. I know of several major cases where warped images from 3D projects have been fixed in post (to name one example), at a very high cost.
