Does anybody know if there is an app that can consolidate digital rushes, by which I mean use an edl or aaf to pull just the used clips in an edit from storage and move them to a new location to make it easier to move a smaller amount of data from system to system?

If not, what is the process that people are using? Any pointers much appreciated.

I would sugest redcineXpro and then use the "r3d Trim" function. Basically:

Import the the edl and link it to your footage in rcxp then export "timeline separate clips" and within the export options you do r3d trim and set the handles length to what you prefer. Then you get your selects copied and nicely trimmed in a good folder structure ready to move to grading or online. It's nice since it stays in r3d native and really narrow it down to the clips used. I use it as a start for for every RED online project.

Not exactly what you're looking for, but if you're working with Resolve, then it's a pretty good app, though not free.
There is another app, for doing just what you're asking for somewhere here on RedUser written by a Red user, so do a search to find it.

Try this...
EDL Spy

Helps to ease the pain for rushes...just load the edl, change the setting little bit for Red's files..and whoilaaa!! automatic transfer from your R3D source to your destination.
