A couple of things to keep in consideration.

1) With the surge of smaller gimbals being available from a variety of satellite vendors, it doesn't mean the upkeep and maintenance on these systems is being properly maintained. I had issues with this in December with a GSS and had to do an insurance claim on the shoot, which I just reshot a couple weeks ago with an Eclipse. After that experience I'm extremely wary of vendors that just buy a system and rent it out to whoever.

2) Not all pilots are created equal. In any location there's usually a pilot associated with a helicopter company. In a lot of locations, we'll fly in our own pilot who we trust. There can be an enormous difference between them. For NY, I'd only recommend Al Cerullo at Hoverviews.

Smaller gimbals are cheap to ship, so I'd say pick a reliable system company first and have the system shipped. But most importantly, get your pilot first. Al usually has a variety of systems at his hangar.
