I Have a Zoom F4 and I'm pretty familiar with basic timecode sync but i'm having trouble getting my camera to see the timecode from the F4. This is the directions the Scarlet Dragon operations guide gives for receiving external sync:

To input timecode generated by an external device, follow the instructions below:
1. Connect the external timecode generator to the camera:
Connect the SYNC port (00B LEMO) on the camera to the device (yellow BNC) using a 3BNC-to-00 LEMO Sync Cable.
2. Go to Menu > Settings > Project > Timecode.
3. Select the desired Timecode Display Mode.
4. Set Source to External: BRAIN.
The TC indicator in the Lower Status Row turns green when an external timecode source is locked. NOTE: When an external source is selected but not present, timecode displays User Provided settings.

I've followed those instructions & I have a brand new RED 3BNC-to-00 LEMO Sync Cable. I tested the sync port on the Dragon with my remote record trigger to make sure the sync port is working properly & it is.

Is there something not listed that I'm supposed to be doing?

Weird. That should work the way you are doing it. I don't see anything you are doing wrong. If you can try changing the BNC over to some kind of audio connector and hooking up headphones or a speaker, you could check to make sure the F4 is actually outputting timecode.

I bet it's a level problem. Could well be that the Red timecode input is expecting a higher or lower-level TC signal.
