What is the "VE" on Kino Flo's for?

So I am looking at a used Kino Flo that has a ballast that is not VE and am confused on what that stands for. From what I can see, the new VE ballasts have the ability to run each tub separate. So I thought that's what it meant, but I've also run across an old ballast that says "VE Upgrade" and still can only run in either 2 tubes or 4. So what exactly does the "VE" do?
