A while back Jim wrote:

"The RED ONE will soon be able to shoot 4.5K, 2.40:1 at 30fps. Expect to see this very soon."

I know originally shooting 2:40:1 meant you were using the middle of the sensor/2K.

Is this still happening?

4.5k isn't available yet but you can still shoot 2.40: 1 by shooting 4k 2:1 and cropping. the camera provides 2.40:1 frame markings.
