Can a ipad with Red Control plug into the USB on Raptor and work without WiFi? Does it have to be a certain USB cable / protocol?

It should work fine provided the iPad has cellular service since tethered (Link) connection
through USB C needs the cell service to generate a hotspot for the connection to work.
