When I export a sequence from Premiere CS6 as EDL to SpeedGrade, there is always some clips the speedgrade rfuse to use, and shows a "Frame index out of range" ; when I simply drag the same clip to the timeline, every thing is OK. What is the problem? I just can not find the reason.

I've reported the issue to Adobe myself and written on their forum about it. I believe it's related to the EDL being incorrect by one frame or Speedgrade not doing the math on the length of the clip correctly. You may also see this manifest as slight duration stretching in Speedgrade which looks terrible (100.9% because it tries to fill a single frame gap for instance).

The best thing to do is to look at each clip and manually QA it if you get errors or weird visual artifacts until Adobe addresses the issue.

One other important thing to check - in the Speedgrade Settings, check your time base, and make sure it matches the base of the EDL. For example, if your EDL is using 29.97fps, make sure that's selected in SpeedGrade.
