So when I pop my 60FPS footage into Premiere CS6, the footage is tiny! I have to scale it up to match the rest of my footage. Is this normal? Sorry, this is probably a noob question. Help please!

Since you have a Scarlet, that is the first clue. According to red.com, the specs for shooting a Scarlet at 60fps are either 1080p or 1K. If you shot it at 1K, then yes, your footage is going to be "tiny" compared to 5K, because you're only using a portion of the sensor. If you check your metadata in RCX, it will tell you how you shot it, if you can't remember.

So it says 2048x1080 at 60FPS. So I guess I just have to scale up?

Well, it depends. To what final resolution are you aiming? How do you have Premiere set up?

Probably 2.5k

"Probably 2.5k" sounds vague. Let me ask another question, what is the other footage size that you're trying to match?

4k but thinking about downscaling to 2.5

If you're trying to match those two sizes, yes, one is going to have to move up or down. Are you working in Premiere in 4K to output to 4K and trying to uprez your 1080p? What is the end product and do you need 4K delivery? If not, and you're going to drop down to "probably 2.5k" then you have a few options on how to get things to play with one another.

Currently working in 4k on premiere. Final product is this montage, interview thing. I don't need 4k delivery and I just realized I can work in 2.5k lol.... Yay For being a R3D noob.. Sorry! Haha

I have to scale it up to match the rest of my footage.
i wouldn't scale up any footage, i'd scale everything down to the lowest resolution clip you have in your project, e.g. if the lowest res footage in your project is 2k, i'd bring all the footage into the 1080 sequence and uncheck 'Scale to Frame Size' option for 4K shots that you want to re-frame;
