First off I have to say to that I am very happy with the announced Scarlet X. I am simply wondering one little thing. The 2/3" version of the Scarlet was coming out at a cheaper price, and was able to shoot 120fps at 3K. The fact that the new Scarlet X has a bigger sensor and perhaps Epic's features, justifies the price. Therefore I still cannot figure out why at 3K, the Scarlet X can't shoot at 120fps, and also why it cannot burst to higher speeds like the old Scarlet.

Because it uses boards that were taken from the R&D of Epic because they couldn't get 120 fps at 5K. Basically, Scarlet-X is the first attempt at getting EPIC to work...
I think Jim stated something like this soon after the announcement, can't find the quote, though. Anyhow, it's amazing we're getting so much that I forgot about the 120 fps already!

They traded off frame rates for 16bit capture, better image quality and a much more expensive higher resolution sensor. Fair trade and probably a wise one given the thundering herd stampede to the large sensor video cameras.

Do you really think RED would purposely cripple the Scarlet in fear that it would make the EPIC less attractive? I don't know but I'd really hope not. I've always had the impression that while RED's a business, they're a consumer-orientated one. Thus this suggestion contradicts RED's motives. If RED can give EPIC capabilities at 1/3rd the cost, then they shouldn't hesitate. There will still be a large customer base for the EPIC, Scarlet will just steal a little bit of that market share, though Scarlet would also gain a lot of new market share given that many more people would by a Scarlet if it did have 120fps @ 3k and 24/25fps @ 5k, which is what RED wants isn't it... to make fully professional cameras more accessible.

Though I'd think that the Scarlet would probably need to be another $2000 - $3000 more expensive to fulfil those targets, and that would end up making it even less accessible. That's my theory anyway, and I hope it's true.
