Rule of thumb for shutter speeds and lighting refresh rates

Hey guys, is there a general rule of thumb when shooting with articial lighting and determining appropriate shutter speeds to avoid strobing? I generally work at 1/60 or 1/120 but have shot internationally and run into problems with these numbers . . .
