After abotu of week of sleuthing I finally solved the problem of why one set of clips would not re-connect in storm via FCP XML. The clips at one point had been renamed from F015 to S015, but the metadata does not change! Storm uses the metadata clip name as its reference. I solved the problem by using bbedit to find and replace on the xml. Is there a way to change the actual metadata on clips?
 
Rule is, never change the clip names. These things don't update.
