Not what you may think ;)

This is actually something I've noticed since Day 1 of getting my two travel chargers - the chargers emit a high-pitched whine. I got a RED brick v-mount charger a year ago, and same issues when it's charging batteries, although this clearly comes from the fan. Is there something wrong with these, or does everyone experience this?

I've not had a problem charging my v-mounts on a Switronix charger, so I'm wondering if the specific fans RED uses for these power solutions is just generally noisier? This then also makes me wonder if they use the same manufacturer for their v2 of the front fan on the Scarlet + Epic brains, which many have commented emit a similar high-pitched whine.

My Samsung Note 3 charger does that when its full... Most annoying thing ever as it wakes me up every night... Sorry i can't answer your question though ;)

It's a bad capacitor, my HTC charger does the same when the phone isn't connected. This happens often with computer screen too. I'm not aware of a solution except replace the bad capacitor :(

Badly designed power supplies can cause components to move as a function of the signal - eg in rectification stages (capacitor), or inductor vibration.

Some companies 'care' about this - most do not eg:

+) Monitor power suppies
+) Chargers
+) Refrigerators

Some of the 'sound' issues are lessened when undistorted (or regenerated) mains are used.

If people started voicing their 'anger in you tube videos .... it might get the attention of companies to change their practices.
