RED noob Scarlet W needs help

Hey guys,
I am a bit confusing about to the Project frame rate base and frame rate setting.
For example I set the project base at 60fps, then I tried to set the frame rate to 60fps but it only gave 59.85fps.
I am at a loss. Any help to shed light would be great

to achieve "slow motion" you will want your project base set to 23.98, then adjust frame rate

I don't want to slow the video. I want to shoot at 60fps and play at 60fps.
my settings were 5k at 8/1 compression

There's a history lesson to be told here

The NTSC field refresh frequency in the black-and-white system originally exactly matched the nominal 60 Hz frequency of alternating current power used in the United States.
When color was added to the system, the refresh frequency was shifted slightly downward by 0.1% to approximately 59.85 Hz to eliminate stationary dot patterns in the difference frequency between the sound and color carriers.

So long story short its dropping a frame to keep the sound and video in sync. It's still true 60fps.
