Would a 30%(-$10,600) devalue be reasonable? So... ask for $25,000?

There are quite a few variables that play into resale value of items. On average, 20-30% off is the norm. You could always start 20% off, and see if you get any bites, then continue to lower until you do. Make sure that the RED inspection/transfer is included...will protect both you and the buyer.

Does anyone know the MTBF of Epic/components? Alternatively, what is a very high hour count on an Epic? Also, does the hour count in camera represent power on status, or camera rolling status, so to say?

As in other matters, It might sense to rent, by the hour, as an owner, with a floor.
