Red charger as power supply curious issue.

So I have the typical Red duel battery charger, which I bought recently.
I want to use it as a power supply for the camera, but it does not switch onto the power cable so no power to the camera.

I took it apart (it was bought second hand and I heard something rattling inside) so Issue I could see.

Here is the curious part, if I power my camera with the battery for a moment, then switch the camera off and plug the cable into the charger, suddenly I get power from the charger.
If I try the charger as a power supply when the camera has not been turned on in a while then no power.
Is this a know issue or anybody have any idea what is going on?

It's likely that the output won't turn on until it sees a voltage first - probably to conserve power when the charger is plugged in continuously.
