I'm not addressing the cropped sensor area but the acquisition format.
EPIC is a high end professional camera, Scarlet is also. EPIC tech specs page lists formats 5, 4.5, 3, 2K, 1080p, 720p. Scarlet page lists 5, 4, 3, 1080p, 1K (1024x540).
EPIC is logical , offers high resolution and HD standardized resolutions 1080p and 720p for whatever reason you would want to use them.

I cannot understand the 1K format on the Scarlet. In what kind of professional project is 1024x540 usable? Maybe in the interlaced NTSC, its not even good for PAL.
Currently I read 1K as an "alibi" feature offering 120fps we remembered from the original Scarlet 2/3". Being a result of short time frame to put the Scarlet-X idea into reality.

I would like to kindly put my vote to RED for 720p format, offering in-between 60 - 120 fps, as this would give, sort to say, a "real" option to use >60 fps.
As the time goes by (and since the portfolio is now more focused) I hope some efforts could be made on this front - and according to history track record, RED was glorious with the FREE firmware improvements.

To be clear, I placed my vote(order) into Scarlet-X as I believe in the idea of Scarlet-X.

i can use it for some compositing needs... shooting little plates. other than that, not much use for me. i'd vote for 720p @96 though...

Theres always instantHD?! 1k is about the size of all of my web delivery spots that I've been doing lately... =)

hopefully they'll bump up the FPS like they did with the first few EPICs with the firmware

720p would be quite nice

720 is a really lousy format. i don't like it. but, right this second a good bit of television and internet delivery is there (or may as well be). i would love to see the end of 720, but for the purposes of shooting, i'd like to see some 1.5k or 720p at 96fps. much more useable than 1k footage.

Yeah for me I'd much prefer some kind of 'more compressed' options using the full frame rather than windowing the sensor. Cropping/windowing the sensor sucks!
