Premiere not cropping the same as another editing platform?

I am fairly new to Premiere and I am a veteran in Vegas. I've been switching to Premiere for the last couple of projects now (for all sorts of reasons) and so I am still trying to figure it out.
My current project was shot in 16/9 but the final output will be in 4/3

Just as a test I drop a RED file on the timeline and adjusted the ratio to be in 4/3. First thing I noticed is that Vegas crops it perfectly whereas Premiere introduced black bars at the top and bottom. See here

Why is there a different interpretation between both platforms?

Second thing is (and this has more to do with Premiere than RED files) that the pan/crop feature in Vegas allows you to see the crop in relation to the original image. Is there a similar feature/option in Premiere?

Thanks

All editing applications crop and interpret sizing differently, and the sizing information is not always carried well through XML. You would also find this with Avid MC and FCPX and Resolve. They work to a point, provided you have the settings correct and the projects were done at identical resolutions.

Have you checked your original sequence size isn't set up incorrectly, the black bars top and bottom may already be in your Sequence, and on export you crop your sequence not the footage.

Black bars may not be in the "frame", they also may be in the "preview window".
If You resize the "preview window" bars might just go away...maybe.

Thanks guys.

@Craig : I am not sure what you mean, I imported the footage and made a sequence and Premiere automatically set the sequence to match the source parameters, and then I just change the resolution in the sequence properties.

Is there another setting that I am missing/didn't set?

Phillippe,

"and adjusted the ratio to be in 4/3" how exactly did you do this in Premiere?

Also, have you tried cropping other images from different sources to see if Premiere is doing the same to them as well?
