R1 is Ideal for VFX, but it will be hard to find within your budget.
i will suggest you to generate more fund, Find better deal and get R1

Can you rent?

Cameras are important. But what's more important is shooting it right. I'm not saying I would prefer HDV in the hands of an amateur to RED from a pro but... depending on the individual it might be a close race.

You can get quite a few days on a REDOne for $10k.

An EX1 to rent in Toronto is about $350 bucks I believe. To buy one of them it's around $10K.

You can rent a R1 package for about $2k or so from various places and that will be a great help for VFX as well.
