I have a flanders monitor fed via sdi from a Blackmagic ultrastudio mini-monitor. I've noticed that Resolve and Redcine (when set to 709) give me the EXACT same image on the flanders, verified by the false color. Premiere's output is darker. I made sure every program was on the exact same frame and full debayer.

Anyone care to shed some light on this?

I don't actually know, but are the Colorspace, Colorspace Gamma Level and Video/Data Levels the same in Premiere Pro as in the other applications? I think I read somewhere that PPro has all that stuff under the hood and isn't an end-user colour-manageable application like the others (just had a look too in PProCS6 and couldn't see any of that stuff).

In any case, maybe you could just try applying a Gamma Correction effect or something to all your PPro footage and adjust it to match the other outputs?

I would bet there's a video/data setting that's wrong within Premiere. For many reasons, it's a good idea to use a calibrated monitor, a color-managed output, and external scopes to verify identical pictures in different programs. It also helps to use a second or two of test signals at the head of program just as a test. You'll know very quickly if the levels aren't precisely correct.
