So if you wanted to simulate an out of phase shutter while shooting on Red, that would have to be an entirely post production project right?

yep. since there is no film movement, you would have to add the streaking in post. it's pretty easy

There is a Shutter Phase adjustment (settings are in degrees) in the Menu. What is that for if not for that effect? And Mike how do you re-create that effect in post easily?

The shutter phase controls when exactly the shutter opens within it's frame rate. So if your shooting 24fps, the phase controls when the first frame is taken in context of time. It's a very tiny adjustment.

You use it to control rolling bars on monitors most often. First you pick a shutter speed that keeps the bar on a monitor from moving, then you use phase to move the bar off the screen. I'm not very good at explaining it.

An "OUT of Phase" shutter is very different. On a film camera the film is moved while the shutter is closed, and held steady while the shutter is open. If you do those out of sync (out of phase) the film moves while the shutter is open, or partially open which cases subtle motion blur. It's most visible in the highlights, as streaks spread across the film. Usually top to bottom.

You can simulate it with a number of popular filters, or you can roll your own by doing a luma key on the brightest 25% of an image and then blurring the highlight matte across the frame.
