MPEG2 Compressor Problems - flickering and pulsating

I have a flickering / pulsating compression artifacts in our videos, especially in low level light / shadow areas and areas without motion. Sometimes the effect is so strong that we cannot use it for our product.

I start with 4K R3D, transcode to 1920x1080 ProRes4444, edit in FCP7 then send to Compressor 3.5 for final 1080p TS output (transport stream mpeg2).

Then link below is a small cropped sample to show the most severe effect that I have found. Any help appreciated. John
