I respectfully disagree. The distance between these charges is too great to have such an effect (think of a capacitor). Also, he claims 10X the effect of gravity, at this speed the rain would be supersonic. Certainly winds can have an effect such as a downdraft.

I am certainly not a scientist of any kind. However, I would be surprised if the above were not true. To me, it makes perfect sense.
