Hi,

With the new qt ref files "F" Full quality, is that as good quality as a full debayer developed file from redcine or redalert, or is the developed render from redcine still superior quality like before.

Full stands for full resolution, not full quality. You can't do the magic Red is doing in de-bayering in such a short time on todays computers.
That said, you'll get pretty good quality when scaling that down – it's up to you to decide if it's good enough for you and your clients.
