. . . does anyone know if it is possible to run a mini Kino-flo fixture (6" tube) out of a RED battery D-tap????

Sure, just wire up a cable, or get a D-tap > 4pin XLR cable and proper adapter for the ballast. However you are better off with one of the medium sized LED lightpanels. Lot's more light, and a fair bit more controllable.
