How to make this effect

Is this in post or a lens filter effect.

That's a mistimed shutter on a film camera... But I'm sure there is some plug-in these days that simulates it.

I'm doing something like this on a short I'm working(digital version of Mr. Mullen's mis-timed shutter effect)

You do need after effects to do it as far as I know. Plugins like Twitch mentioned above and Magic Bullet Looks will do it for you in one step. I'm using the MBL plugin just for speed.Not sure if that's what you're looking for.
