Avid and resolve are free or free trial based if you convert it with either successfully?

Speed up to 25 fps, not touching video at all. Many NLEs including fcp x do it automatically in a 25p timeline. Legacy fcp had Cinema Tools for this. If need be, do some sound processing to keep the pitch. This is standard procedure in PAL countries since decades. Every movie on PAL TV, every PAL DVD is processed this way. Has nothing to do with NTSC to PAL frame rate conversion, no interpolation.

50i is a requested container for TV. Each frame is split into two fields, but coming from progressive, they are identical. Also no quality hit here. Just throw 25p into a 50i timeline and then use a TV export preset your NLE should provide (usually XDCAM HD 422 50i MXF, 8 mono audio tracks, 24Bit bla bla or just ProRes - as specified).

In fcp x these days it's an automated one click process. Don't know about "the others", but it should be as straightforward everywhere.

Just a note re the whole PAL speed up thing. This will work, but you will need to then ensure your TVC is still the correct duration, because by speeding it up to 25fps it will be 4% shorter. So you'll also likely need to do a hold on the end frame or use some other techniques to get the spot back up to the correct duration.
