Flashlight FX

Hi my name is Martin. I'm a DP, i live in Buenos Aires, Argentina.
I have to shoot a video clip next week. I need to do some VFX, a flashlight FX like in a storm.
I don't know how to do it becouse i don't have a lot of budget and i don't know if i can trust CMOS cameras and strobe lights.
What do you think? Any suggestion?

Do you mean like lighting flashes? I've had luck using a photography strobe to simulate lighting and gun flashes.
