Yup, Jodie ruined it for me too but hey, the story was pretty basic stuff. I saw this film as more of a test run building to something greater for the filmmaker.
Honestly, I think the voice was the major issue of her performance. It felt like I was watching a cheap stage play when she spoke. I was also a bit taken out of the film when she activates Kruger to shoot down the illegal immigrants ships. So how often do these immigrants make an attempt and why decide to shoot down these specific ones? When she says to deport them, we see a bunch of other immigrants in a holding "cage" waiting to be deported as well. So again, why shoot down these specific ships? Back to Jodie Fosters voice, it sounded like she was a foreigner trying to do an American accent if that makes sense. The way her voice came off was like she was trying to sound elitist in tone, but it just came off as cheese.
