cs4 1.7 plugin error

i tried installing the cs4 redcodec installer on after fx (after updating afterfx)
i am on a vista 64 sys with 6gb ram and sp2.
the plugin fails to install... is it because i have only after fx and not the full suite??
the plugin just quits. there is no error message

You don't need the full suite. You only need afx. hmmm.
very silly question.. but afx is closed when you try to install the plugin, right?
