I notice that VAT (19%) and Auction fee (18%) are written below the lots. Does this mean that a buyer will have to pay an additional 37% on whatever bid they put in, or is it included in the bidding price ?

18% is what the auctioneer charges on top. If you are from abroad VAT does not apply
