So I reversed the direction of a clip as well as speed it up in Premier, the motion looks fine but the image is slightly soft, strange thing is that where my fade out (its the last shot) starts the picture sharpens up again at that point. anyway if images are left alone the look fine but if they have a speed effect applied they go soft. Any ideas? This project is 4K BTW so i want it to look good. perhaps there are some better settings or approaches to these FX.

Please advise.

It's probably your graphics card. You should render that segment then replay it. If it still doesn't look good, try to export it.

It actually looks this way after the media is exported, final result.

At this point the only thing I can do is NOT do FX in premiere. Do them in After Effects or elsewhere and bring them in to PP ready to go. I'm redoing a bunch of shots at this moment.

Right click your clip and turn frame blending off. While this feature is good most of the time, if you're really speeding up your footage it'll lead to softness.

I don't think CUDA is applied for speed changes in any way but you could check by disabling CUDA hardware and just using software mode. The GPU will render certain things ever so slightly than the CPU.
