I have been trying to learn the scarlet camera more in depth, but I can't seem to make it do the saving private ryan effect no matter how high I increase the shutter.

I raised it up to 190 and even then I would have to move really fast in front of the camera to see a little bit of ghosting. Is this simply a film thing that digital just cant replicate as well. I also tried to lower the FPS but that only leads to fast motion.

Anyway, I would really love to know what I am missing. =)

Just set the shutter to 45 degrees and you should be there. Keep in mind there is more to the look than the shutter speed. Focal length and camera movement have alot to do with it as well as motion in the frame. There was fullers earth and all kinds of crap flying through the frame in those scenes as well as lots of action. 45 degrees equals 192nd of a second exposure at 24fps btw.

On Saving Private Ryan, Janusz Kaminski also tinkered with the shutter. He had the physical, mechanical shutter misaligned on a camera. This caused an interesting light smearing effect. I'm not sure if this is what you were referring to, but this does involve creative use of the shutter in Saving Private Ryan.
