canon 16-35,70-200 will work?

can you give a brief reason which one you prefer canon 16-35 or tokina 11-16

Though they are similar, they shouldn't be compared. If you need ultra-wide, it's the 11-16. If you don't need ultrawide and want a bit more reach, it's the 16-35L. I own both, both are excellent lenses. If you've got something that covers the 24mm+ range, I'd probably pick the 11-16.
