If I put a red brick on the back of this v mount, and a p- tap to lemo. Should it power this Red scarlet? Because its not, an I'm trying to test a cable I bought that isn't working.
If it should, then I can be sure its the cable.

When I plug in the DJI accessories to it, it powers it fine

but when I do it with the cable I bought to the Red, it doesn't light up at all. but I don't know if this port can actually power the red. if it does, they I can safely assume the cord I bought was faulty.

D tap power should work, but you have a Watt limit. 70w is not enough for a brain. You should see the green light though, which may mean your polarity is not good.
If you have the right cable, it should boot, but only with a Redvolt in the side handle, and the V battery will relay the Redvolt.

I don't see the point though. A custom cable is 150$ and you can find some used fixedback+vplate for just a few more bucks. I have one for sale for 250$...

I've run my Scarlet and other Epics using Dtap cables, so that is not an issue.

The LED turns red whenever there is power to the camera and green when you power it up.

When the camera is not powered up it draws only is fractions of a watt, so power overload is not the issue here.

Since the DJI works fine connected to the DTAP port then it looks like you have a defective cable.
