Build 20 - Lost shutter Speeds

When I upgraded to build 20 I lost the ability to set the shutter to speeds less than 1/48 (when shooting at 23.98). As soon as I drop below 1/48 the shutter speed goes red and I don't get the expected increase in exposure. I've seen other build 20 cameras that can be set to slower shutter speeds so I can't figure out what I'm doing wrong? I've tried every setting I can imagine in the system and sensor menus and nothing.

Wondering if this has happened to anyone else?

Thanks for the post. I was in open gate mode and didn't know that it restricted shutter speeds.
