There are several programs and plugins for b&w conversion for Photoshop but does anybody know of ANY such programs for video editing platforms?

The built-in color correction in my Avid can do that.

V1 layer: CC filter - for color balance (choosing what "color filter" to put on - eg bias reds or greens towards bright, blues towards dark)
V2 layer: desaturate
V3 layer: post tinting of the b&w image (sepia etc)

In AE I would suggest to use the channelmixer set to monochrome. Than you are able to rebalance red, green and blue to get more contrast or darker skin tones. You can also play with two blended layers, for example a soft and a hard one to get a lith print look.
Even in photoshop I don't use plugins
