Red has a new app to do the calculation you need.

First step is go to : http://www.red.com/tools/panning-speed where you basically pick you fps to match your pan rate.

[ type in all the numbers, is more then you stated above, like you need the lens mm, and actual rate ... i think it's easier to pick the fps then play with the other numbers]

second step is to pick the shutter angle and there is another tool to do that ... http://www.red.com/tools/flicker-free-video
[with that tool you type in the fps and the power frequency, and it returns the shutter angles your safe at]
