I currently have This for a setup and as the title states would I be better off upgrading to the 5960X and overclocking.
My other Idea was to get two 980ti or a Titan X and use the 5930K for now. Any insight to how big of a difference I would see In edit or effects work would be nice. I am a bit new to the whole post production thing doing my own small time stuff but just trying to get the best advice on next gear upgrade.

Programs After Effects, Premiere Pro, Blender, and maybe some Fusion Studio 8.
Footage Types Red 2K VFX footage Red 4-5K and Some Sony A7SII.

I got the 980ti and ordering a second one is their anything else that this system would need. I also do plan to upgrade to the 6950X 10 core when it comes out for better render times.

Man the 980 ti is a waste, I worked at a computer shop for 3 years and those things are so necked down. At least get them underwater and then you can overclock them a bit.

No the 980Ti is not a waste. Look at the Asus Strix cards. They have the best cooling and the GPU control software allows you to control the fans.

EVGA, NZXT and Corsair all make AIO bolt-on water coolers for 980Ti's and Titans for $100 or less
