If we'll use a 5400rpm only for OS

...is a 7200rpm disk strictly necessary?

(the idea would be to only use external 7200rpm disks for storage and to run NLE app from USB 3.0 or eSATA ports)

Ha! 7200 rpm is barely ok. Get a vertex2 ssd and call it a day (that is IF u can only have one drive...)

For any type of motion/ video work 7200 rpm is the min SAS 2.5 drives and SSD's drives are
far better and use less power!

I disagree. If only used for OS, then 5400rpm should be useable, although 7200rpm is still preferable. But only when referring to a laptop where capacity or power is limited. If in a tower, definitely go with 7200rpm if you can.
