If I create a 3D-LUT in a daylight(5600k) environment will I be able to apply it to a tungsten(3200) environment and get similar results? or is the LUT married to the kelvin temperature? Thanks!

Depends on the 3D LUT itself and how intense it is, but generally color temperature is extremely important when using a 3D LUT. The correct color temperature can make a LUT sing or make it look horrible...all within a 2,000 Kelvin window.

If the LUT was a simple contrast/sat curve then it wouldn't affect it.
