The quality needs to be at least Bluray quality.
Blu-ray's encodes go through a lot of manual re-encoding, on a scene-by-scene basis, to achieve maximum quality, using offline encoders. Realtime encoders don't really stand a chance of achieving the same level of quality.
A couple of years ago I did a 4-way split screen demo showing the D5 source, Xbox Live, ATSC, and DirectTV from an episode of Lost. ATSC, with MPEG2, was so much better than what DirectTV was delivering with AVC. Part of the problem was that DirectTV was starting with the MPEG2 encode and then re-encoding. I am not sure how the quality of DirectTV is today. I will try and dig up the screen shots and post.
