So I have a clip dynamically linked from Premier CC > AE CC . It's an R3D file shot at 23.976, but AE is telling me frame-rate mismatch and asking me to switch to 31.169 which I have no idea what that even is or why it's saying that. Any ideas?

Your settings within AE are set to a 23.976 sequence right? You could always just import that clip into AE as a standalone, and do your effects work, then output a 4444 quicktime file after completion. I know not ideal, but it's a workaround.
